Starter template

A starter template repo is planned (card eng-jam-starter-template); until it exists, the first-party games under app/games-dev/ in the ShortPlay repo are the reference for how a hosted game is structured — manifest, SDK import, and all. See SDK → Distribution for how they import the SDK, and Hosted-game contract for the manifest shape they ship.
